Dec. 18, 1981 25- The Times simEVEPORT-nossiEn d- 'Terrorized family suing 10 policemen Suspect traded bullets for Scriptures DALLAS (UPI) While a couple's horrified children watched, 10 policemen accompanied by former Iranian hostage Johnny McKeel broke into a suburban home, broke the man's toes, forced his wife to remain nude and shot their dog, an SAN ANTONIO, Texas (AP) A housewife who was held hostage for 10 hours by a mass murder suspect says she preached to him about Jesus and gave him her handwritten book of Bible verses in exchange for the bullets in his gun. Margaret Mayfield, 30, said that when Stephan Peter Morin, 34, abducted her at gunpoint in a department store parking lot last Friday after escaping a police dragnet, "his eyes were filled with hatred and hurt, like a wild animal." But, she said, after she preached to him, read from her personal book of Bible quotations and persuaded him to go to an evangelist, Morin unloaded his .38 caliber pistol and swapped the cartridges for the book. Morin, who is suspected of killing up to 20 young women in nine states, then hugged her, kissed her on the forehead and smiled as he boarded a bus, she said. "I told him to use the book because he couldn't use his old weapons anymore.

I told him the word of the Lord is a sword it pierces Satan. Say the word and no harm will come to you," said Miss Mayfield, the married mother of two children who asked that she be identified by her maiden name to protect her privacy. Morin was arrested at an Austin bus station early Saturday without resistance after Miss Mayfield notified police. Austin police spokesman Sam Ballard confirmed Thursday that Morin's pistol was unloaded when he was taken into custody. Morin, a native of Providence, R.I., has been charged with the killing of Carrie Scott, 21, in San Antonio last Friday, the slaying of two young women at St.

George, Utah, and he is wanted for questioning in numerous rapes, kidnappings and slayings in nine states, police said. Miss Mayfield said Morin cried and told her his life story including a deep-seated hatred for his mother during the time she was a hostage. She said he grew calmer as she told him about Christ, read from the Scriptures and played him tapes of Fort Worth evangelist Kenneth Copeland. Miss Mayfield said it was only chance that had led her to take the book and tapes with her on her shopping trip. She said at one point during her ordeal Morin took her to the bank where she got $300, gave it to Morin, then drove him 40 miles northwest to Kerrville where he caught a bus.

She said Morin knew that she likely would call police, and told her he was going to Fort Worth to "lay down his gun" on Copeland's desk. Copeland, who calls himself an advocate of "victorious Christian living," termed Morin's acceptance of Christianity during his time with Miss Mayfield "miraculous." He has been trying to visit Morin at the Bexar County jail where he is held without bond. Panel meets secretly on study El Toro Marine Base in Santa Ana, Calif. Released from captivity in Iran last Jan. 20, the military policeman helped guard the American embassy in Tehran when it was overwhelmed by students.

A base spokesman said the former hostage would not comment on the suit. Watson, 32, and his wife said they were arrested, without a warrant, and unlawfully imprisoned on misdemeanor charges of violating the controlled substances act. The case is pending. The suit charged the unnamed police officers ransacked the home, that one officer stuck his gun in Watson's stomach and pushed him against a wall and another office broke Watson's toes. Other officers "verbally abused and humiliated Judy Watson," the suit charged, "by calling her a variety of derogatory names.

They further humiliated Judy Watson by forcing her to stand naked in front of the (police officers) for an inordinate period of time, refusing her pleas to allow her to put on some clothing." Balch Springs Police Chief Tom McGee said he had no knowledge of the incident because he was not police chief at the time. He said he believed McKeel at one point was appointed a reserve officer and said if the allegations against police proved true he would fire the officers involved. attorney saia Thursday. The couple, Lawrence and Judy Watson, filed a $209,000 lawsuit charging that 10 Balch Springs policemen terrorized the family starting at about midnight March 27. "It's an incredible abuse of authority by the Balch Springs Police Department," said attorney William A.

The suit said police knocked at Watson's door and yelled that someone was breaking into his truck. When he opened the door, the suit said, 10 officers and McKeel, armed with a policeman's nightstick and flashlight, forced their way inside at gunpoint.

"The Watsons knew it was McKeel," said Rice. "They'd seen him in parades and his picture was in every store and on every telephone post out there. In fact, Watson said that night, 'Well, look who's here, it's Johnny McKeel' and McKeel looked embarrassed." The secret session was called after the commission spent about four hours discussing a year-long study in which the Public Affairs Research Council concluded Louisiana's civil service system is outdated, unwieldy in its bureaucracy and badly in need of reforms. Appearing before the commission, PAR Director Art Thiel said many of the problems had existed for decades. He cautioned the panel to carefully monitor self-improvement programs. Chairman James R. Smith of Lafayette and representatives from the Department of Civil Service acknowledged the problems exist, but said solutions were being sought.

Smith then said the commission was going to discuss the study in secret so it could not be publicized until the solutions are worked out. He said the commission was to "decide what we're going to do based on what we heard today" on the PAR report also and consider "a matter affecting one of the commission members." Reporters objected, saying Louisiana's open meetings law specified the conditions under which secret sessions could be held this was not one of them, they said and two-thirds of a public body's members must vote to go behind closed doors. Marshall Ryalls of New Orleans, the commission member whose legal status is uncertain, objected to the secret session but was outvoted 4-1. After the secret meeting, Smith said the commission decided upon a response to the PAR report, but he declined to reveal it until a final draft is composed. He said the commission felt confident it had the right to hold the secret meeting.
